Dr. English is currently President of LLLEI (Life Long Learning Enhancement Incorporated), a small business seeking to provide system solutions to enhance the quality of human life in the areas of education, culture, green environment, and opportunity, especially for disadvantaged populations.

Dr. English has more than thirty years experience as an electrical engineer, information systems engineer, project manager, teacher, and technology researcher. He has worked to develop command and control information systems for the USAF, the USN Space and Navy Warfare Systems, and the USN Naval Sea Systems Commands. In European assignments he worked to develop intelligent command and control systems with the US Department of Defense at the SHAPE Technical Centre (The Hague, Netherlands), the NATO Frigate 90 Program (Hamburg, Germany), and the NATO Air Command and Control System Program (Brussels, Belgium). He retired from the US Civil Service, as a US Navy scientist in 2006. Prior to the Civil Service in private industry, as a computer systems engineer, he designed and implemented computer and communications systems at IBM Advanced Development, the Honeywell Corporate Technology Center, and the MIT Lincoln Laboratory.

He has taught numerous university courses over more than 30 years, as an Adjunct Professor in Electrical Engineering, Computer Science, and/or Mathematics at the University of DC, Boston University, City College of Chicago Europe, the University of Maryland Europe, and test preparation courses for the Professional Engineering and Engineer-in-Training examinations. From 1999 to 2009 he taught courses in Artificial Intelligence, Operations Research, Statistics, and Mathematics at Southeastern University in Washington, DC.

He currently instructs Statistics Courses at the Graduate School (formerly USDA) for LLLEI; and is a Mathematics Adjunct at PG County Community College in Maryland. In addition, Dr. English has been a volunteer Science Fair Judge for the Office of Naval Research for many years. Again in 2010 he led the Navy team in judging engineering projects at the Intel International Science Fair in San Jose, CA and judged at several Science Fairs in Maryland (see picture following).

Dr. English received the PhD and MS degrees in Electrical Engineering from Syracuse University with a major in Computers and the BS degree in Electrical Engineering from Purdue University. He is a registered PE (Professional Engineer, Electrical) in Washington, DC (PE900480, see www.pearsonvue.com/dc/engineers/) and is a registered European Engineer (EUR ING No.02320NL) by FEANI, Paris, France (www.feani.org). At retirement from the Civil Service in 2006, he was a certified Level III Acquisition Professional in SPRDE (Systems Planning, Research, Development, and Engineering) by the US Department of Defense (DAWIA), was a member of the DOD Acquisition Professional Corps, and held a Top Secret security clearance. He is an elected Senior Member (SM No.41464969) of the IEEE (Institute of Electrical and Electronics Engineers), an FAA licensed Private Pilot, a credentialed cruising sailor, a current member of MWM (Metropolitan Washington Mensa (see www.mwm.com ), and the American Mensa Society.
